I don't think the horizontal blocks would give a bad user experience if a user is swiping to get to the timeline below it. Think of Facebook with how "Stories" is displayed by swiping horizontal. If for some reason you cannot make the blocks smaller then maybe some type of slider could help. Many apps have ways to fit more content in smaller spaces. I uploaded a picture of an example

Yes, as I already mentioned there is no problem in showing swipable content posts when the entires are all of the same height.
Our concern was that you want the blocks themselves to be swipable and the blocks always do have a variable height.
In case you're ok to have just a swipable block of quick links with blocks showing in a popup - this could work. -
Yes I'm ok with swipable blocks of quick links with blocks showing in a pop-up. Please add option to have admin add picture placeholder in block also
