Yes, each space should have own Messenger block for every new Space or any other page. Messenger block is connected with url of the page and if it is unique, then conversation should be also unique for this page.
It's not like that after upgrading to 13. Now every messenger block is the same as the shoutbox on the homepage. The title in every messenger in the spaces is the title of the homepage. Its a bug.
