I am having the same problem after updating from 12.? to each of the 13.0.0 variants until RC@ after which I cannot get to the site, with site saying
site is temporarily unavailable due to scheduled maintenance, please try again in a minute.
What should be done? Do you know what Leonid did in cPanel or terminal?

I don't remember the exact details but the common way starts from checking the error log to detect the list of errors that break the upgrade.
