We have some closed tickets about Quill , you may see the list here So there is big possibility that it will work in UNA 14 better than in 13.

  Okay. Thanks. I am testing this on a 13 installation. But I have a secondary test server that is using 14. I will check it later today to see if I get the same problem.

  I just checked my other test installation on a different server that is using UNA 14. The flickering of the emoji pane on that install is fine. It does not have the same problem. It looks like I will need to upgrade my main install to 14 and update this post.

  I have just confirmed that this emoji pane issue on comments was fixed in UNA 14.0.0-A2. I am marking this as resolved.
