Yes the only control measures for album is under permissions where you decide how many actions can be performed ie albums created.

There is no such control to either set a minimum or a maximum photo files.

I believe this should be looked into along with the other need to approve pictures and other contents (moderations) before they can go live as a form of enhancement.
