The new Notifications update required changes in many system components and almost all modules. We have to release it with the RC10 as planned, but we are pushing as hard as possible to make it happen soon. There are mostly minor issues and small improvements left to address, so we should start making the upgrade script and version packaging in about a week. That means release within two weeks roughly.
