With a little bit adjustments it works fine (see attachment).
If you want this to be customizable from studio and manage it occasionally then it is necessary to wrap it into a custom module with its own settings, backend page, etc.
Or if you can provide a list of icons/links and a background image if necessary then it is possible to create it once, paste it to a page and forget about it (if you're feel yourself comfortable at editing HTML codes then it would be still possible to manage items later on).
