I talked with support at my site host. I am testing the installation on a shared plan. I was going to upgrade to a cloud plan. My database is set to the required utf8mb4. But the overall server is set to latin1. All of their shared and cloud plans are set that way to align with UTC +0. They said I would have to buy a VPS to set my own server time and charset. Apparently, that's why I can't get the emojis to work even after replacing the question marks with the correct pasted emojis in the lines of PHP.
