I don't know if this is just on my instance, but it appears after updating UNA to the latest version and ensure I have the up to date Blacklist application, people can once again send friends requests despite being blocked by the user.
Hello. Looks like you are right. Actions were moved from a page block to a cover area and therefore they become available to a viewer even if it's blocked by profile author. We'll update it in the next version.
