How do you stop the header from scrolling up?

You need to have the following CSS rules for your template (Studio->[Your template]->Styles->Custom Styles area):
#bx-toolbar {position: fixed;
}
and
.cd-main-header {
position:absolute;
z-index: 999;
top: 0px;
left: 0px;
}

have tried that and it is not working.

Dear Colin Kahler has the Protean template, not Lucid like we have in una.io. For the Protean you need to work with
#bx-homepage-menu-sys_homepage like:#bx-homepage-menu-sys_homepage {position: fixed;
z-index: 999;
top: 0px;
left: 0px;
}
and proper background.

Does this mean the background image? In that case I would love to know how I can fix it :-D.
My background image is scrolling and repeating itself now, and it`s not a pretty sight. I tried pasting#bx-toolbar {position: fixed;

In at a random place in the custom designer for my mix, but nothing happened. I am using lucid. Is there a particular place I shall insert that code?
