Sending files and recording videos in messenger not following permissions
In permissions app, I disabled video record sharing and file sharing and it doesn't remove them in private messages. It only removes them in public chats like shoutbox, etc. Is this normal?

You can disable video recording and files uploading via Talks settings or through the Studio->Permissions for some membership levels. In first case video uploading and recording will not be available for certain Talks and in second not available for members with special membership levels. So, in both cases users will not be able to see buttons to create video records and to send files in the send area.

@Alexey When I disable the files uploading in talks setting Studio->Permissions, it doesn't remove it from the actual private messenger at sitecom/messenger. It only removes it in the messenger blocks on the site.

The thing is, I can't afford video uploads and recordings right now because encoding takes too much time and processing.

To disable both video recorder and files uploading option you should remove two permissions for all existed membership levels in studio->permission. I can do it for you, if provide me with studio access via PM.
