Can anyone guide me how to create sections and subsections in the forms like sections -- core (add education, add position , add services, add career break, add skills...), recommended(add featured, add projects,...).

I'm not sure I understood you correctly, but the block headers may be useful in this case. You need to create the field with the "block header" type, place all necessary fields behind it, and then add the field with the "block end" type which will be the last field in your suggested fields section. You will get the part of your form which may be collapsable.
