Well, the current Ads app has the quantity field and connected payment, so it might be used as you described.
What about the shipping?
Didn't think about it :-\ I guess it can be solved with the integration with similar services.

No, in the future big UNA release Ads will have the auction system, but nothing special for shipping.

A possible work around is to istall a opensource eCommerce platform and embed the home page url it in a new page block.
