I’m in the US and ignorant here, so I have to ask. Can you use PayPal in Africa with a MC or VISA?
Africa is a continent of more than 50 countries. PayPal policy is country by country.
USD MC or Visa - yes, local MC or Visa - No, in Nigeria

  But PayPal doesn't accept local MC or Visa. However, many other payment processing systems like 2Checkout etc where available accepts all.
