Try setting maximum-scale to 5.0 in developer.
Studio->Developer->Viewport meta tags
It should allow you to pinch zoom after setting.

  Thanks @Wise for your input. Same as @Corey Dozier mentioned above, only the left corner get zoomed in and then you cannot move the image.
  This issue is mainly in a mobile App.
  Appreciate any help/ideas!!

  BTW, on computer (Chrome for me) you can zoom on the picture by click and scroll out. However, in mobile App, it does not work
