When creating a new account I get this message ERROR OCCURRED, PLEASE REPORT ERROR TO SITE ADMINISTRATOR. 

I am installing UNA 9.0.0-RC9  and am blocked with:

• allow_url_include = On - FAIL (must be = Off) in  Requirements
  I have created php.ini file that I put in una root with:
  [PHP]
  allow_url_include = Off
  and checked with info.php file in root and I get
  allow_url_include    Off    but still get On in UNA  Requirements
  I have called my host Hostmonster and they don't understand
