Just add the Splash block to the home page, set the visibility there only for guests and make all other blocks available only for registered members.

You may disable all footer menu items for the Unathentificated level.

It's possible to do via the Studio->Artificer->Custom Styles or via Studio->Another template->Styles->Custom Styles areas.
