I just upgraded to 13 RC1 and when someone clicks on a PDF file that's been uploaded it says "Access Denied"

I just upgraded to 13 RC1 and when someone clicks on a PDF file that's been uploaded it says "Access Denied". Any clues as to why?

Good workaround but the timeline item cache is crucial to speep up the timeline loading, I guess. Isn't there any other solution than disabing it?
