make profiles limit total current profiles

I think the profiles limit is making it so the person can only create that number profiles, so when they delete a profile the limit becomes -1 of the total allowed. If the limit is 2 and they create one and delete it, then create another one to make one active profile, they can't create that second profile because UNA thinks it would be the third profile. Am I understanding this right? It should only count the number of current profiles, not the number of profile creations.
