"Login As" is important so Admins and Moderators can make sure someone isn't planning some strange attack or uploading illegal things using "me only" visibility and waiting to publish all their illegal things at once while I am sleep.
I would say that visibility "me only" should not impact admin in any case. But yes, admin should be able to log in as a member for a lot of good reasons and should be a native feature.
